He’s a vigilante crime fighter who roams the night, searching for perverts to stomp on. His favorite victim of course is Melvin.  Ralph did the voice for this character himself, muttering gruffly ,”perverts everywhere!”. Batlaw figures more prominently in the second cartoon, “Babe, He calls Me” as his attention turns to wiping out the despicable music called jazz.
